Client Password Reset emails do not get sent or do not arrive

My clients are not receiving the password reset emails.

When clients change passwords, the system says the password reset email is sent but it does not arrive.

My testing with two dummy accounts reveals the same problem.
Portal messages to the dummy accounts and to the affected clients are all delivered as expected.
